There's an article in the most recent VeloVision about a prior scheme
(Lyon), also run by JC Deceaux, where the maintenance cost is
highlighted as one of the negatives. Can't remember what it was, but
much, much higher than I would have expected.

people are pigs, animals. a pig or an animal is unable to use a
bicycle due to the maintenance requirements.
maintenance costs will reveal cultural quality of tourist and locals.
