You at least want them moderately depressed too. The US intel types
did studies and found that people with a negative outlook to moderate
depression made better decisions for their line of work.
In that line you want people to make judgements that are slightly
weighted towards the worst case, and plan for it.

Tom, are you aware that the initial report on that incident was the one that the
Blackwater guys provided? No reason for them to lie, of course. Furthermore, are you
aware that the first report that the State Department turned in on that incident was
written by a contractor hired by... Blackwater? Yes, no possible conflict of interest
there. That's why the FBI are investigating it and why their preliminary reports are
so different from the ones you seem to rely on.
