I've gone through a few months of really frustrating shin
pain, culminating in a stress fracture of my right tibia. It
put me in a very [censored] mood, to which members of this list
will attest.
I tried every treatment and change to my regimen to no
avail, and I was ready to can it and go back to cycling
permanently.
The upshot is, I now would tell shin-splint sufferers that
their prime suspect should be shoes. I had 2 (new) bad pairs
in a row. I finally went back to NB and, bingo, I finally
started to recover. I had a very good discussion at the
local running store, and the salesperson recommended
(amongst others) NB 815s, because they have good forefoot
stability, a lower heal, and a straight last. I love them.
Not that shin exercises can't help you, but they did
absolutely nothing for me.
I would also add that I have very high arches (which
correlates with shin splints), and I use prescription soft
orthotics all the time (not just running).

Here's a couple: Walk on your tip toes, with toes pointed
in, and knees straight as you walk. Do this same drill
again with toes pointed out.
Walk on your heels, with knees straight, and toes in.
Repeat this drill with toes out.
Start by doing each drill for 30 sec, 3 times each. Build
up in reps and time.
