Shock Pool Results = Chlorine Level Stays the Same

My pool dropped to a zero level of chlorine after a pump repair. Now I have it running again but I
cannot get the chlorine level to return to normal after two shocks in one week.

I am in West Georgia, using the proper amount and PH level is good.

Any ideas what I need to do?
