Yesterday I had a precipitous flat on the rear wheel on a steep downhill and maybe I couldn't unweight the wheel fast enough. I noticed today that there is a distinct "thunkathunka" when braking. Maybe I ran over a rock on a flat tire yesterday.
Seems that one side of the Velocity Aerohead (no offset) rim brake surface is splayed out- maybe 2.5 mm. About two inches of the rim are involved.

You can push it back with a small slab of dried tree and a kinetic energy transfer device.
This assumes that the brake surface isn't worn severely.

Look under the rim tape. It may be splitting on the outer surface between spoke holes, which spreads the rim out at that point.

You can usually bend it back, but braking will never be quite as smooth (unless you have discs...)

Just curious, did it make a bang?
Check out the bike FAQ, I think there's a part on fixing rims. You can bend the rim wall back (carefully) with a crescent wrench. Aluminum doesn't like bending, so go slowly.

I'd say that your guess is probably correct.
A bit of careful and patient application of a crescent wrench or two will probably get that rim back into useful shape. I like to work from the ends of the bump to the center, using one wrench to steady the flange section on the "straight" side while using the other to bring the bumped portion back into line. Inspect the flange for cracking afterwards. (I've only had one rim crack while doing this, but it can happen.)
