In guess in an ideal world you would have solidly build bike stand with built-in high quality locks.
I've seen locking bike stands somewhere, somewhen, basically like a huge padlock. 1-inch dia steel tube one side, with a lock in the top. Stand bike against this then lift other (l-shaped) tube (hinged at the ground) up through frame or wheel & lock into the fixed post.
