Hi,
it seems that our body has the lowest metabolic basal rate
at a room temp of app. 20°C / 68°F. This is with clothes on,
which insulate our bodies and maintain a temperature near our skin
of app. 30°C / 86°F.
Anything lower OR higher than that will raise your basal rate.
This is not a question of the outside temp - YOU must
be sweating or freezing. If you actually spend your California winter
at, say, 15°C / 59°F room temperature in light clothes you can
expect an increase in your basal rate of app. 5%.
I have a MBR of 2400 so that would be an (uncomfortable) extra
120 kcals per day for me.
