Tire patch kit

Does anyone know what the 1/8 dia. by 1 inch long rubber tubing is used for that is found in some patch kits?It seems to be found only in imported kits not American.Could it be for Presta valves?

Does anyone know what the 1/8 dia. by 1 inch long rubber tubing is used
for that is found in some patch kits?It seems to be found only in
imported kits not American.Could it be for Presta valves?

I believe he was referring to the tiny little tube thing that turned out to be
a repair thingie for a Woods valve. CC then remarked that it mihght be a
condom for VO2lker, hence the "Woody" comment.
