Tire size confusion

Mavic's website shows that 19's thru 28's are suitable for that rim.

If you want to fold them, get foldable.

So the measurement for the tire could be 700x19, 700x20, 700x21, and so on up to 28? Just want to make sure I have this right.

yeah, my tires are marked 700 x 25c, yet the LBS guy gave me a spare marked 700 x 19c and said it would be compatible. Is this right ? He said the 19c would expand to fit the tire.

That's a fact. Tubes are made of rubber and if you ever inflated one outside the tire you can see they clearly can get really big before blowing out. There is only a minor difference in tubes (weight) so you gain a tiny little bit of advantage with a lighter tube. A 700 x 23/25c would be just a bit thicker tube, which might make the difference between the thorn or nail giving you a flat or not.
