I need a tool that can measure the internal and external circumference (micrometer?) of various bike components, e.g., handlebars, stems, BB, etc. Is there a source you would recommend for the purchase of a good bike-tool that makes sense for a home shop?

Why does it have to be a bike tool? I buy stuff like that from HD.
Any decent dail caliper should give you enough resolution (+/- 0.001"😉
You can get a decent digital caliper pretty cheap and they're plentyaccurate if your just measuring bike parts. Dial calipers are more accurate but they're usually more expensive (for a good one that is) and a lot of people have trouble reading them where the digital ones are "moron-proof" (not saying anyone's a moron here). Unless you're designing and QCing intricate machine parts you don't really need .001" accuracy. Certainly not if you're just trying to determine if your seatpost is a 26.8 or a 27.2!
