How come some athletes are so good in one, but not the other?
I think XC is tougher therefore whoever kicks ass on XC should be able to handle track easily.

Don't necessarily agree, but Paula does come to mind (at least in 2002).

A different style of running is required. For instance I am better at track than XC. Here in the UK
our courses tend to be very muddy and I am rather a heel to toe runner tend to "sink" a bit.
For example I was minute down on a clubmate in the very muddy National Champs but beat him by a
minute over 5K shortly after.
That said the XC courses you often see in the World XC - firm grassland isn't much different to a
firm road surface.

World XC really isn't cross country - it's just running on grass. Real cross country involves a
variety of hills and surfaces and twisting courses that require runners to constantly adapt their
pace and effort to rapidly changing conditions. Track, road and World XC events reward the ability
to hold a fat steady pace and end with a big kick.
Some people are better suited to one than the other physically and/or mentally, but among elite
runners I suspect the differences have more to do with which kind of racing they choose to
emphasize.
