It is cross-four.

Indeed. I built such a wheel last fall so I could re-rim a wheel with
a rim with a smaller ERD and not have to purchase new spokes.

Four.
Notice the typical 36h 4x problem - the spokes foul on the adjacent
spoke head .

Yes, any cross counts.

As Jobst says, it's cross-4 lacing.

Of course, 35x4 lacing is unusual. That missing spoke at about 4

Here's the most crossings that I've ever seen. I thought only 7 until
a sharper-eyed poster corrected me and I drew some lines:

In the 8x highwheeler lacing above, the spokes start to cover the next
spoke-head. The 4x spokes in your picture are starting to do the same
thing.
