Yes, I've done it with quite a few cheap pairs of cycling shorts (I'm
planning to unpick another one this evening, in fact). It's easiest if
you've got a proper unpicking tool, of course, and good lighting is
important.
Triathlon shorts are barely padded anyway, IME, and are fine for when
you don't want padding. I've got a couple of pairs of those. Or, as
Arthur mentioned, rowing shorts are supposed to be good. I've never
seen them on sale, but then I've never looked.
