what is the average weight a track bike should be

i think that u can't realistically set an ideal weight for a track bike, as the main quality required is stiffness rather than weight (there are few hills but lots of sprints on a velodrome!). depending on size and strength...i would guess a sturdy track bike would be a similar weight to a lightish road bike. say about 8kg??? I've never had mine weighed but it is lighter and stiffer than my road bike which weighs around 10.5kg.
