White lineing

You can feel for those two things by lifting the front of the bike up and
gently turning the bars.

seems to run from side to side OK, there is a trace of "roughness" but
nothing positive in the "notchy" dept

It's probably alright then. While riding, you'd only notice minor dodginess
in the headset when going very slowly indeed, and even then you might be
imagining it ;-)

Whitelining can result from under inflated tyres, not the other way
around.
