I thought of this, but for the most part their splits are just too slow
for this to be the case. Most of them are starting at 8min/mile or slower
which they wouldn't do if they were thinking of sub 3.

But you've got to remember that there are some people who've submitted ETs
without any prior results. For example, my ET was a projection based on half
marathon times. I've run a 1:19, 1:21 and 1:22 this year. But I didn't submit
these times, or any proof that I've run them in my application. And I doubt
they checked my records.
Basically, they're using an honor system, and the problem with honor systems
is that they are easy to abuse.
A system that would be less open to abuse would be offering preferred starts
based on documented qualifying times (Chicago does this).
They do have fast starts for runners who are on a local team and meet certain
qualifying standards. That's my plan for getting a spot.

Keep in mind that even if you're running on pace, the first mile of the
race is about 40 seconds slow because of the incline.
