It is called an invertor, and there are many available at maplins

Much better to buy a charger which works directly from the "ciggie
lighter", now rebranded as general purpose 12V accessory socket in my car.
Suggest you try the MAHA MH-C401FS http://www.mahaenergy.co.uk/ which works
from 12 V and charges each AA or AAA battery, in 2 hrs or 8 hrs,
individually, then switches each off. The MH-C401FW looks better,
