As much as I'd really like to agree with you, I'd say you were about a decade and a half too late. The US Olympic Team blood doped en masse for the the 84 games in a hotel room for Christs sake. The science behind transfusions starting almost 50 years prior to that. Kaarlo Maaninka admitted to blood doping for the 1980 Olympics. Merckx admitted to "not takeing a blood bag" for his hour record. Zoetemelk said he did it for "health reasons" during his Tour win in 1980.
Throw a dart at the calander of the 20th Century and that's believe that's when doping really began being effective.
I'm at the point where I don't care. Draw the line at now. Nail any dumb cnut that dares to dope from Jan 1st 2016 on a cross and tell him his career is done.
Going back in time doesn't do any good. Spend all the money on going forward. Make decisions within a reasonable time (12 months tops) and make the penalties harsh.
