Chainline for a SS MTB/Disc Brake Sounds

I recently purchased a used SS MTB and am busy making
adjustments to it. I am particularly dissatisfied with
two things.

First, the chainline between the front chainring and the
rear cog is not exact, it isnt horrible, but it is off by a
few millimeters -- enough that the chain has rubbed against
the outter edge protector piece. How can I, or a shop
mechanic adjust this to put the chain into line better. It
is really a small, small, adjustment that I need to make,
but it does make a slight noise and I can tell that it isnt
as smooth as it should be.

Second, the front disc brake rotor tends to make noise when
I am pedaling but not squeezing the lever. It is not a
squeal, but rather a rotational vibrating sound. I checked
all of the hardware and it is all tight.
