Yes. These drilled out rims aren't patented like Mavics.

Abstract
The wheel rim (1), consisting of side walls and upper and
lower transverse walls with holes (25) at regular intervals
for spoke fastenings, has the lower transverse wall and
side walls made with a nominal thickness in the zone (26,
27) of the holes, reducing progressively in thickness
between the holes. The reduction in rim wall thickness can
be achieved by a machining operation to create a median
zone (29a) with a minimal thickness of 0.5 mm, and
transitional zones (29b, 29c) on either side of it having a
radius of curvature of 100 mm."
