Ullrich would get a lifetime ban because it's his second offense. But
let's be real...the Swiss federation and Italian federation aren't in
the business of banning their star riders. They're in the business of
sweeping problems under the rug.

It's for this very reason WADA was created.

But McQuaid is going to make sure that WADA never gets a hold of these
cases. This explains why the UCI is investigating it - so they can hand
it off to the national federations who will promptly file it in the
circular filing cabinet under the claim of "insufficient evidence."
WADA will never get involved.

Floyd Landis failed a drug test. Someone else (i.e. not Ullrich and
Basso) wrote code names which may or may not be for Ullrich and Basso on
business cards, and kept bags of blood marked 'Jan' in a fridge.

Neither Ullrich nor Basso has failed a blood test. After five months of
investigation, DNA testing still hasn't tied any of the blood to either
Ullrich or Basso. There is no smoking gun.

That isn't to say they're innocent, but the weight of evidence against
them isn't in the same league as the weight of evidence against Landis.

I don't think any DNA testing has been done, either. And seeing Basso has
publicly agreed to it, you have to ask yourself why not?
