    I had a minor work related incident where my co-workers though I needed to
    go to the emergency room (this was a few years ago). The 2-mile ambulance
    ride was $350 and the total bill was $1,100 (and all they did was hook me up
    to some monitoring equipment and observe me for a couple hours).

    My employer determined it was not covered workman's compensation, and my
    managed health care plan only paid $150, so I was stuck paying $950 out of
    pocket. Ain't the US health care rationing system great!

    Are talking about road or mountain bikes? Tucson is road biking heaven.
    Lots of good roads, good weather, and the ability to go far and fast on
    flat roads or to climb real mountains all right in the metro area.
    Their is not a significant amount of vehicular vs. cyclist hostility so
    getting run off the road is pretty rare. That said the average driving
    speed is quite fast so wehn things go wrong they go very wrong.

    If you are talking about mountain biking in the back country I know
    that lots of it goes on but I have no first hand knowledge. For my
    reference it is pretty irrelevant. I do back country hiking and
    climbing that (soemtimes) requires as much as 30 miles of poor mountain
    roads to get to the trailhead.

    I'm not defending the idea that driving heavy, low mileage vehicles
    around town as a fashion statement is a good thing. But, I also think
    that folks attacking the vehicles rather than the folks who (mis) use
    them is silly. There are lots of folks like me that use high clearance
    4 wd vehicles to get places in the back country that are otherwise
    pretty unreachable. And I don't feel that this makes me or what I like
    to do bad. To my mind it would be much more productive to put the
    pressure where it belongs- on the government ot properly define and
    enforce fuel standards. I am sure that I they could make (and I would
    buy) avehicle that would serve my pruposes and be more fuel efficient.

    I'd have to charge the offender caught deflating bicycle tires under a
    different "catch all" statute because the statute I cited earlier
    refers specifically to *motor* vehicles. It's main legislative intent
    was to make it possible to charge a lesser offense than attempted auto
    theft on a first offense. (Our legislators believe in rehabilitation,
    you see.) Thankfully in this case, the actual wording takes precedence
    over legislative intent. BTW, I think there *is* another reason you
    aren't seeing. It's all too common for people to tamper with motor
    vehicles, let the air out of car tires, break windows, etcetera but
    it's highly unusual (at least IME) for people to tamper with bicycles.
    Steal them? Sure, but not 'merely' tamper with them and most bike
    thefts- even first offenses- are already felonies because of their
    monetary value. Writing laws to outlaw every conceivable bad act
    results in much less personal liberty, a citizenry that can never be
    quite sure they are acting legally, and some really odd laws. We've all
    read or heard of laws that make acts like not wearing a hat on a Sunday
    a criminal offense. Do we really need anymore of those?
    As to your second question, since I have never even heard of anyone
    simply letting the air out of a bike tire whether with a malicious or
    mischievous intent I really don't know how most cops would handle that
    complaint. I'll offer this though- if you and I happen to be catch
    someone deflating *your* bike tires I'll be glad to to give them the
    same choice I said I'd give the alleged protestors. Pump up the tires
    or go to jail. They would of course have to use an old mini-pump with
    leaky piston seals and a faulty valve lock to inflate your tires back
    up to 130 lbs psi. Wouldn't that be seriously entertaining to watch?

    This reinforces the other point I made about how having too many laws
    can really confuse people that don't deal with the law everyday. The
    "other vehicles" in this statute are essentially trailers of almost any
    type. Bicycles are not covered because they don't meet the definition
    of a vehicle under 625 ILCS 5/1-217 which reads:
    Sec. 1-217. Vehicle. Every device, in, upon or by which any
    person or property is or may be transported or drawn upon a highway or
    requiring a certificate of title under Section 3-101(d) of this Code,
    *** except devices moved by human power*** (my emphasis added), devices
    used exclusively upon stationary rails or tracks and snowmobiles as
    defined in the Snowmobile Registration and Safety Act.
