Used Fuji Roubaix 2.0 (52cm) For $650?

Hi, I've been biking for a while now but I really need an upgrade on my bike. I've been in the hunt for a Road-comp but I've been riding on a ancient Centurion Lemans RS so I really need some help determining if this is a good deal or not.
This is the Craigslist post:

52cm Fuji Roubaix 2.0 road bike
+ 9 speed Shimano Tiagra groupset
+ FSA Omega Compact crankset
+ Fuji FC-770 Carbon/alloy fork
+ Tektro R520 brakes
+ A-Class 700C alloy clinchers

Things that have been added/switched from stock parts:
+ Prologo saddle
+ Shimano SPD clipless pedals
+ Cateye Strada wireless computer
+ Profile Design Draft Legal aero bars
+ Elite bottle cages

The year isn't listed, the bikes painted white.

I'm wondering if this is a decent entry level bike for $650 or if I should continue looking.
I'm trying to grab a road-comp for $1,000 or less btw so if you have any suggestions on bikes I should look for please tell me!

31-ish inseam (52cm might be too small but it's defiantly an upgrade from what i'm riding now)
 
$650 for a used alloy bike with 9-speed Tiagra is outrageous. With some shopping around, you should be able get new a new bike with 10-speed Tiagra for around $1000, or 9-speed Sora, which is as good a s 9-speed Tiagra, for under $800. For example, we're selling new 2014 Trek 1.2s for $700. With a warranty and dealer support. And a size that fits. Even with short legs, you will need the top tube length of a 56 or at least a very long 54.
