Yes certainly. A lock ring cannot be made as tight as a fixed cup. I'm sure one of the shops that read this must have such washers. Yellow Jersey, Harris Cyclery, or any number of others must have remnants from the days of yore. Some of them may not even know what those washers were for, there having been no call for them. You might also try the BO who are tandem specialists:
