Wheels - 27 inch ? 700 cc

I'm converting an old Panasonic ('70's) Sport 1000 to a fixed gear bike. The junker I bought had the old wheels that used 27 inch tires. Would there be a problem if I simply used newer 700cc wheels (front / rear) for this bike?

No. Check rear spacing. Depending on the age of the frame it is probably 120mm.

If you intend to use brakes, you will need to lower the brake shoes a bit which might require long reach brakes.
 
I had a 70s frame with new stuff on it, and for some reason I only need long brakes for the rear
 
In fact, before i got the long brakes, I sliced the top half off the rear brake blocks. Worked fine
