I'd like to see something included that involves some actual statistics on rider injuries and deaths, particularly when other vehicles are involved. That would be more of a rubber-meets-the-road metric of cycling-friendliness than some of the other categories. (For instance, motorists getting tickets for veering into a bike lane momentarily would be a positive for enforcement, but may result in those drivers becoming more aggressive towards "those pesky cyclists", and the net result is that the cycling-friendliness is lower, despite good enforcement of bike lane laws).
