Installing a front derailleur without the 'knob' on the down tube??

A friend of mine has a De Rosa Merak (yummy), but crashed it a while ago. We've had the frame inspected and X-rayed, and it's structurally sound, so it's been built into a time trial bike. The issue we're having is that the mount on the down tube, where you would fit a shift lever sometimes, or run the cable otherwise, has snapped off.

Does anyone have a nifty solution to this? I was thinking I might try to zip tie a cable along the down tube and run the shifter on the end of the aero bars. Can I do better?

Apart from the lack of a front mech, everything works perfectly and the bike is beautiful (very stealth with lots of black).
