Do I really have to wear a helmet while cycling in Victoria?

This is ignoring the safety aspects altogether, and I'm not certain if
this has been said, but on the chance that you _do_ (which is not
terribly likely) get nicked, you're going to be out of the country
before too long anyway, right?

When I was cycling around Europe I loved being able to feel the wind
through my hair on the bike routes out in the country-side. The cities
were a different story, and I stood out like a sore thumb for wearing a
helmet (particularly in Holland).
