Got a stupid gear question.

New to cycling here. Been reading about gears.... I'd like to know, when someone mentions 'high gear' do they mean small cog or big cog. And does the same definition refer to the crank wheels as well?

As far as I'm concernced, most people are refrerring to the hardest gear when they say "high gear".

That means the smallest cog on the back, and the bigger chainring on the cranks.
