If they get a court order they can, the Germans have a treaty about cooperation in criminal investigations. I think overseeing a sport where probably up until quite recently 95+% of the athletes at the top end were juicing to one degree or another is more than sufficient to cloud one's objectivity. So, I'm just going to say it one more time. The UCI has a conflict of interest. McQuaid's job is to sell the sport. He doesn't want to tarnish its reputation by admitting the problem or, god forbid, catching people actually doping.
