well, i live in the south bay, and i can tell you that you would have skyline and all the roads that lead up to it in the saratoga mountains and you could go all the way to the beach on a bike ride if you take big basin/hwy 9 the whole way through after skyline(and it is dh after skyline pretty much). the scenery and views are also spectacular. you would also have the mountains of old almaden in san jose which would include hicks, shannon (which you could take in combo with some other streets to big basin), metcalf, mckean/uvas, croy, a ton of reservoirs, and seirra rd (the climb in stage 2 of the tour of california). just to name some famous stuff around here. i dont know much about san rafael though (heck, i dont know where it is!)
