Toeing in brake shoes that squeak

Does toeing in brake shoes require forcibly bending metal?

I have a bad feeling that if I try it I'll break something.

All I've got for such a job is a 10-inch crescent wrench.

Is there a better tool? Is there a way to toe in brake shoes without
having to bend something permanently?

Have you tried cleaning the rims? Have you tried roughing up the pads with
steel wool or a fingernail file? Sometimes the cause is dirt or glazed brake
pads and not the toeing-in.
